The roots of Dennison's work are clear from the preface when he says,

The city reaching method is being used in Berlin, Germany (see http://gfberlin.de/english/index.html and for some history http://www.dawneurope.net/Berlin_report.htm), in Bergen Norway, London England and a few other cities.
